Some were on cards when it was shipped to stores, some weren't. My store got several on the cards (of which I got a few) but most pins were without cards. We speculated they just ran out of time for the assembling process.

I do remember the stores handing (just the pins) out like Halloween candy after the Sochi Olympics.

Do you know how many of each were produced ?
